This book looks at the problems of measurement, modeling, and evaluation of rates of recidivism in the United States criminal justice system, and at the effectiveness of social programs for the rehabilitation of criminals.
  • "The committee selected this book to receive the Lanchester Prize because of its unusual coverage of the many dimensions of the use of operations research: problem definition, model building, criteria selection, measurement, data analyses, and in this particular application, the added difficulty of interpretation and conclusion in a complex social science/public policy setting. It deals with a problem of current and continuing significance in our society. Although a completely general theory is not provided, significant new insights and clarity are developed on which future theory can be based. While the book contributes to the field of correctional systems, it also serves as an important exposition of the value and limitations of operations research applied to the public sector."
